I planted Jacob Cline monarda two years ago and it’s been slow to start, but now I’m seeing a LOT of shoots in the area I planted it. Just hoping to confirm it is Jacob Cline and not something else.

Yes, this appears to be monarda based on the opposite leaf arrangement, and serrated deeply veined leaves. It is very likely after two years that you plant is now well established.
As the plants grow they should have stems with four flat sides, i.e. square stems. Monarda spreads easily in its preferred growing conditions. As the flower buds develop you will be able to confirm that it is monarda.

Jacob Cline in one trial was shown to be very cold hardy. In another trial it was a weak performer when under drought stress and when under weed pressure. So, keep it watered during dry times( but not sopping wet- they prefer well drain soils) and keep weeds pulled away from its area.
