Yes, OSU Extension offers guidance and support for soil testing. Your Cuyahoga County Extension educator can provide specific guidance for the type of soil testing you need, and might also supply or sell test kits. Here's a link to their office information Cuyahoga County OSU Extension office.  Soil test kits for Cuyahoga County residents are sometimes made available through your county's Soil and Water Conservation District. These kits are sent to the Penn State soil lab. You can click the highlighted link to the left to learn more about all of the Cuyahoga S&WD soil health programs.  This fact sheet from the OSU Extension Service describes how to collect soil samples for a test, and includes a list of additional labs, and what tests they perform.
