Thanks for getting back to us. Our forum consists of Master Gardeners from all over Minnesota, so we are often unawares of publications put out by the Extension Office. I have now found the article to which you made reference.
It is true that petunia seeds need light for germination. Your question is a reasonable one. The main purpose of the covering on pelleted seeds is to facilitate their planting. These are extremely small seeds. Planting them can be a challenging task. This covering is a clay substance that is very water soluble. Petunia seeds should always be planted on a moist soil surface and never buried. After sowing the seed pellets on the soil surface, the pellets should be constantly kept moist through misting. This will quickly dissolve the pellet covering so that the seeds are exposed to light within a very short period after sowing.
