My litiope is very thick with brown leaves. I used a hedge trimmer to cut down one small area; there was healthy green under. Would it be okay to trim the whole bed? It is about 20’ by 10’ with another about 8’ by 10’.

Yes, you can trim or mow the whole bed with a mower on its highest setting.
Liriope spicata is a non-native invasive plant that has escaped gardens - be careful not to let it get away from you. It looks like there are no dried stems/flowers/seeds from last year? That would actually be good so it doesn't travel into nearby wild areas.
