With temps in the low 40s, is it time to bring my potted strawberry plants inside? Plan to put them in my garage.

You will want to plant them in the ground or leave them outdoors with some protection.
Ideally, find a place, if you can, that has some protection- close to a brick foundation, wall corner, next to a compost bin or fence, with some sun if you have it. You could stuff fallen leaves or straw around the pots. Even if you are working with a balcony space you could do this and could also consider putting your pot into a larger pot and stuffing autumn leaves in the empty space between the two pots. A garage would also work but you'd need to water them every so often so they don't completely dry out.
