This appears to be Slime Flux (aka Bacterial wetwood) https://extension.psu.edu/discovering-bacterial-wetwood
Given that the plant is splitting, it is at risk of a catastrophic structural failure. An arborist should assess the structural integrity of the tree. Storms, winterstorms, and snow loads are all threats that could increase the liklihood of the tree or large branches falling.
