Fertilize in early spring as the tree begins to bud, or in late fall after the leaves have dropped. Use a fertilizer that's formulated for trees, not lawns or turf. A higher nitrogen mix, such as 20-20-20, is recommended. Slow-release fertilizers are ideal for long-term health.
Typically older trees don't need fertilization because their root systems can usually get nutrients from the soil and rainfall. Rule of thumb though is to fertilize once or twice a year following instructions on label. A soil test wouldn’t hurt to see if the soil is lacking.
I hope this helps!
