Before or after precipitation is not so important. You want to make sure your grass is dry when you mow it. This is better for the life of your mower. Dyou want to keep your mower pblades sharp.
It is best to mow high and often as longer grass blades means deeper roots. This also helps to shade out weeds. You will still want to mow often enough that you don’t have to cut more than 1/3of the length of the grass blades.
