Our in house cut flower enthusiast agrees with this. She said that you can sow seeds anytime around now and because they are biennial this will allow them to flower next spring/summer. You can dead head spent flowers to prolong blooms but let some go to seed and reseed in the area to get more flowers. They prefer the cooler temperatures and tend to get rust on the foliage so as they fade in the heat, you can remove the foliage and stems to help remove some the the rest spores from overwintering in the garden soil.
