I have 3 weeping willows that all appear to have and problems. They are about 3 years old and expected more growth than what we are seeing. Leaves are changing from green to brown then drop.
Since we have had so much rain this we did not manually water. They are sitting written a lower area of our property so we thought they have plenty of water.

You have not given me enough information to give you a precise answer. Your willows may be planted in poor soil/clay. They like moisture but cannot sit in water or roots will rot. They need full sun. The roots are close to the surface so mulch is necessary to keep them moist and cool. You have a leaf disease too.
