I would like to use old filing cabinets as raised gardens for some hostas, daylilies, peonies, etc. My concern is whether they will survive the winter or not in these raised beds. The second part of my question is does raising them up endanger them? I'd like to use the drawers from the filing cabinet underneath them to give them some height, but this moves them further from the ground.

Very inventive but I don't believe it will work. That metal will conduct the cold directly to the roots of your plants. I suggest that you use those raised beds for annuals or vegetables and plant the perennials in the soil. You could try to insulate the metal with several bales of straw/hay around the sides but that is a 'maybe' solution. Sorry.
