Expert Response

You are probably seeing hover flies.  They are important pollinators of many flowers and plants but are a nuisance to us.  I have had them swarm on one or more hydrangeas in the past or, like this year, have not seen any.  They will soon be gone.  There is no need to treat as they are also important in controlling other insects like aphids.  https://www.fs.usda.gov/wildflowers/pollinators/pollinator-of-the-month/flower_flies.shtml
