This is Asiatic garden beetle. There are some non-chemical management practices that are friendly to beneficial insects.

Insecticides labeled for Grub management are available for use in non-edible flowerbeds and lawns- this bulletin names the active ingredients of those insecticides.
If your sunflower seed will be saved for consumption, do not use insecticides on the plants, unless the insecticide is labeled for use on edibles such as vegetables. Please follow all label precautions and directions when using any garden products.
