Exclusion is the most effective, most efficient method of preventing this damage. The fence needs to be 2 ft tall, of unchewable metal (hardware cloth, welded wire) with holes no larger than 1" to prevent juveniles from getting through, and ideally would extend 3-6 inches belowground to prevent under-digging.
