Are you asking about killing regrowth of stumps you have already cut back and they continue to grow plus stump removal, or just stump removal of woody plants you have already killed and just need to remove the stump?

If you need to kill regrowth, then any herbicide labeled as a brush killer should do the trick. Most have labelling for different modes of application such as applying to girdled trunks or to fresh cuts in addition to the typicl foliar applications. 

For stump removal, unfortunately there is no quick and easy way to remove stumps. Using a stump grinder is the quickest way. All other methods rely on natural rotting and take time. There are a few things that can be done to speed up the process, but it is not a quick fix and will still take months if not years to completely rot them out, depending on species of plants and overall conditions.
