distorted buds on Red Pine #875636

I have a Red Pine that has some distorted buds. Where there normally would be a single bud cap the area sprouts 8 or 10 clustered smaller bud caps that open and develop very short needles that then turn brown and dry and crispy. I do not know what is causing this. What can I do to treat this?

I think you are going to have to get a magnifying glass out and really look at the branch tips.

Sadly, they are not recommended to plant and I just love red pines.
