Quite a few of these on my balcony in Ellicott City. Just spotted them a few days ago. They are black with white spots. Just discovered they can jump several feet. Should I be worried? Do they bite? Should I kill them?

Pam, these are Spotted Lanternfly nymphs. They don't bite, but this is an immature stage of an invasive insect which should be reported to Md. Dept. of Agriculture: https://extension.umd.edu/resource/spotted-lanternfly-home-gardens/

After doing that, you can kill them by wiping them off your balcony or spraying them with a strong spray.
