Buckthorn and lesser celandine control #873820

I have been battling buckthorn for years with little success, mainly because my neighbor, the Kent ISD, does little to control it. I have contacted them over and over and get vague responses or none at all. I did pay work with the Kent Conservation to spray for the celandine, but they did not think it was as much a problem as the garlic mustard, and so did not respond until the celandine was sinking back into the ground, so I don't know how much good my $200 cost sharing did. Again, the KISD has done nothing to stop the spread of celandine either, so I watch with frustration as more and more of my 6 acres get overrun. Do you have any advice for me as to how to proceed. Kent county seems to have no oversight and the people of KISD go on their merry way while I fight on with no help.
