This looks like a needle cast disease. Although Norway spruce trees are relatively resistant to rhizosphaera or stigmina needle cast diseases this appears to be the case. Weakened trees could be more susceptible. When was the tree planted? What is your soil like (sandy, loamy, clay)? How are you watering and how long? How much sun does this tree get?
