I bought a new cedar raised bed planter, which is about 3 feet off the ground. Is there a potential transfer of the cedar wood smell to the beets that I planted?

No. You don’t have to worry about that. Some people insert a line but only to prolong the life of the wood. Cedar lasts longer because it has it’s own preservative. It will not hurt your beets or affect their flavor.
