license needed to sell freez dried candy #868014

I have a vendor at our market selling freeze dried candy which she makes at home. I have another vendor who also sells freeze dried candy and wants to be a vendor at this market. She keeps insisting that a license is needed and vendor #1 doesn't have one.


Please clarify if freeze dried candy is covered by Cottage Food Laws in MI.

Any food that is considered a Cottage Food under Michigan's law, can also be sold as freeze dried. Items that are not allowed are also not allowed in freeze dried form.
