Birch tree bud disease? #867135

Last fall I noticed the bark and branches on our birch had something black on them. This spring, some of the buds look diseased (see photo). This particular birch is in a shadier spot then the rest of our birch, but the top does get morning and evening sun. Does it perhaps have a fungal disease and is there anything we can do for it.

It may be a canker of some sort but I can't tell from the photos. I think it would be best to have a certified arborist evaluate your tree and make a diagnosis and remediation plan. Here is a link to information about how to find and hire a professional.
