Pruning Golden Mop Cypress #853016

Our front yard is on a steep hill and has been terraced with four retaining walls. The previous owners planted a golden mop cypress on the third tier that has become a 4-5 ft tall hedge. A dwarf version would have fit the space better. I would like to either prune the cypress into a smaller and more natural shape, or remove it all together. Is pruning to a smaller, softer shape achievable, and if so, can I attempt this in the fall, or do I need to wait until spring? How should I prune it for the best results? I have watched some videos, but these branches are quite thick and woody. It needs more than a trim for shaping. I cut one big branch and then paused to get some expert advice. I didn't want to do it incorrectly and not give the shrub a chance. Thank you so much. Your advice is greatly appreciated.

Yes, a dwarf size would have been better for the long run. Many people plant Gold Mop when they are young and small. 

Now is not the right time to prune. Next mid-late March would be better. You can try to do a rejuvenation/renewal prune on them and see if they regrow, however it will be a maintenance task down the road to keep them small. It will also probably take a few years to regrow, and since the inner branches look quite bare, they may not push new growth. You can reference the following Youtube video that is helpful to learn how to perform a rejuvenation prune. 

You could always attempt the prune and if it looks too sparse, you don't want to wait for it to regrow, or they fail to grow out, you could remove and re-plant with something smaller. After you do the hard prune, provide water as needed and you could use some light balanced fertilizer to help it push new growth. Something with the nutrient ratio of 10-10-10 and 'slow release' would be good.

Thank for this very helpful information and for responding so quickly.

I will wait until late March to make any other attempt at pruning, referring to the link you provided. Ultimately, I may need to replace the shrubs with something more suitable to the location.
