I planted 9 dahlia tubers in late spring. They are all lush and green, but don't seem to have any buds yet. Will they bloom this summer, or did I do something wrong? Some are just in my garden bed and some are in potting soil. I've given them an organic fertilizer and super thrive.

You might ensure they are getting at least 6-8 hours of full sun, and are adequately watered.
You should check to see how much nitrogen is being applied through you two different fertilizers. Possibly too much nitrogen, which encourages more leaves.
