The information I can find says Pyrethrin can be used as a soil drench but it is a contact insecticide with not residual activity. It is unlikely it will be very effective as a drench. The soil particles will interfere with its activity and it is also a shot in the dark so to speak. It would be better to spray the bugs as you see them.
