Thanks for the question.
Common mullein (Verbascum thapsus) is an interesting plant with a very long history. The following are relevant points:
1). The best time to harvest mullein (a biennial) is during its second year of growth when it is mature and flowering. Wait until the flowers are in full bloom but before they start to wilt.
2). Using a pair of scissors, cut the large, fuzzy leaves from the basal rosette. Be sure to select only healthy leaves but leave some on the plant to ensure its continued growth and survival.
3). If you want to use the flowers for tea or salve, snip off the flowering stalk just below the bottom-most flowers.
4). Lay the harvested leaves and flowers in a single layer on a clean, dry surface. For proper drying they need to be exposed to circulating air. Protect them from direct sunlight. Drying should be complete within a week or so or until they are completely dry and crumbly.
5). Once the leaves and flowers are dry, store them in airtight containers.
