Will the cloves survive the MN winter in above ground bags? Should I bury the planted bags in leaves?
Should cloves be soaked in water for several hours before planting?

They should survive. Cover them with three or four inches of straw or leaf mulch. You need not soak the garlic cloves before planting, but do keep them watered after planting. The following two articles provide detail about how to successfully grow garlic in Minnesota. Good luck with your project.
