In the ground outdoors (as container-grown plants are less cold-tolerant), there are a number of perennial winter-hardy herbs in addition to mint. They include, but are not limited to: lavender, rosemary (some cultivars are more reliable than others, though all should be considered marginal here), oregano, chives, sage, tarragon, catnip, sorrel, thyme, and lovage. Whether considered an herb or a vegetable, horseradish is perennial and so aggressive it can become a bit weedy. As a group, these herbs need excellent soil drainage to grow well, and staying too wet in the winter can be the main cause of loss even when the weather doesn't get too cold.
