Is Blackthorn, Prunus Spinosa, allowed in Minnesota, or is it considered invasive?

Blackthorn (Purnus spinosa) is considered invasive in Oregon. Apparently it hasn't naturalized widely elsewhere, including Minnesota, and it isn't prohibited here.
