Thank you again for your help with this. The Home and Garden Information Center has retired that publication--it's in the process of being archived and is no longer distributed as current information. For rat control information they are recommending municipal resources, which in the case of Montgomery County is this publication: https://montgomerycountymd.gov/DHCA/Resources/Files/community/code/publications/brochure_rats_mice.pdf
