Maple leaves are fine for compost and mulch. Whole maple leaves can mat preventing water from infiltrating the soil. Shredded leaves will break down faster and avoid this problem.
If you are not finding earthworms in your garden there may be a good reason you may not be seeing them. If you create an inviting habitat they should come and multiply; however, they won't be as active or productive as a composting type like the red wigglers. There can be a problem with overwintering red wiggles if the soil temp falls below freezing. Earthworms can also cause ecological damage. Most sources suggest about five to ten earthworms per square foot. Check out the following links:

Calcium recommendations will be part of the soil test. Apply at the rate specified and work it into soil ~six inches. Fall is a good time to apply.
