Hi- no, if you mean plant seeds indoors with the hope of growing a plant that will produce fruits. But if you are trying to keep a favorite pepper plant from your garden growing through the winter, the answer is a qualified "yes."
You can cut the main stem 6-8 inches above the location of the lowest set of lateral branches. Cut those laterals back leaving 6-8 inch "horns." Dig the plant out of the ground, shake off the soil, and trim back the roots so that the root system can be planted in a container that you will bring indoors. Use a soilless growing media. The idea is to keep the plant alive until planting it in the garden next year. Keep it in a low light area and water just enough to keep it from drying out.
