According to New Mexico Extension, "because soft cheese contains over 45% water, it is highly perishable and has a refrigerated life of only five to seven days."
The U.S. Food and Drug Administration advises refrigerating any food made with cream cheese after 2 hours (that includes time spent making the food.)
The references from New Mexico and the USDA apply to commercial cream cheese as well. The fact that the cheese has a high moisture content apparently makes it more susceptible to bacterial growth. Products made with cream cheese are subject to the same refrigeration recommendations.
