Once the pumpkin froze it would need to have thawed and remained under 41 degrees for safety. If it stayed under refrigeration temperatures, yes you may cook it or re-freeze. I am making the assumption the pumpkin froze before you had a chance to cut it/process it. Since it froze first, the consistency will be changed and will be more watery than usual.
