A sump pump failed to work. Part of a finished basement had 1/2 inch of water. Carpeting was removed, a commercial cleanup company brought in fans. Underneath the carpet is floor tile, 9 inch squares, probably installed in the early 1960's. If the floor tile has asbestos, do the floor tile need to be removed, or can an under layment be placed over the top of the floor tile with a vinyl plank floating floor?
