What kind of tree has very small pinecones and has leaves not needles?

Thank you for your question. It is difficult to say for sure what you are referring to without a picture of the fruit (or "cones"), the leaves, and the whole tree. My best guess is that you probably saw an alder, which is a native, deciduous, broadleaf tree that has a cone-like fruit called a strobile. Here is a webpage with identification information:

That said, there are many horticultural varieties of broadleaf trees that could also have cone-like fruits. If you saw the tree in a natural area, I would guess that it is an alder. If you saw it in an urban area planted in a yard, median, or park, it is difficult to say without pictures.
