No. Sugarcane (Saccharum officinarum) is hardy to Zone 8. There is no portion of Colorado in Zone 8.
Sugarcane is a tropical and subtropical plant. US production areas are limited to the Gulf Coast areas of Florida, Louisiana, Mississippi and Texas. There is also some production in Hawaii.
If you lived in Phoenix, you could grow sugarcane recreationally.
