Are there any regulations about taking my household plants and some plants I've dug up from my yard in Texas to my new home in Georgia? And what is best way to transport them to keep them alive (in July!)? I'm driving them myself with a U-haul behind me.

There certainly may be some regulations. Each state agricultural department wants to protect the agricultural commodities of their state from pests and diseases. Go here: http://agr.georgia.gov/plant-protection.aspx for more information.
Plants are transported regularly in 18 wheeler trailers across the state and sometimes across the country. So long as you don't park your trailer full of plants in the sun for an extended period of time, then I think you should be find. Water the plants well before traveling and minimize heat stress as you travel.
