My petunias have become LEGGY if I cut them back will they continue to grow and flower

Yes, you should regularly prune then. The most important is to deadhead old flowers right back to the main stem removing the old petals and the sepals with the developing seedhead. If they have become leggy you should prune off about 1/3 to 1/2 of the stem plus any dead flowers.
