Is this safe?
I have heard it is unsafe to store garlic in oil because of botulism. Do you think this would be safe? Does heating it pasteurize the garlic?

You are right to be concerned. Only way to safely store garlic in oil is to acidify it. pasteurizing the garlic would not destroy the spores of Clostridium botulinum and storing it in oil would create an anaerobic environment perfect for toxin to form.
