Tiny black bugs that fly

I have tiny - smaller than fruit fly - bugs in house, mostly kitchen counter. I have a plant nearby. Also had wine corks collecting in an open wire container. They do seem to like light, are attracted to counter in front of window & ipad screen. Though they do fly, they are usually dying on their back when i find them on the counter.

They did not have fuzzy looking wings, that would have identified them as drain flies. Primarily fungus gnats are annoying, but not harmful to people and the plant is the likely culprit. Watch your watering habits and water is less often allowing it to slightly dry out between waterings.
