Killing Bermuda Grass / reseeding with Fescue

Is it too late in season to attempt to kill off Bermuda grass and sow Fescue seed? This is for a landscape island in our cul-de-sac, would it be best to till up and remove weeds and Bermuda grass and then amend with soil and starter fertilizer and apply seed?

It's late to do a total kill with Bermuda. Usually that is done in August to allow time to reapply herbicide as Bermuda grass is difficult to kill. Then in September grass seed is applied. The following include our calendar and information on weed control, grass seeding and establishment.
