Queen annes lace (Wild Carrot) in pasture

I have approx 4 Acres of pasture that has a bad infestation of wild Carrot. I have mowed it, sprayed with 2,4,d amine. It has got worse every year for 3 years. Would like advice on how to get rid of it?
