What is the red growth at base of tree?

Those are roots! When a willow is submerged, the tissue underwater can not get the required oxygen, so the tree produces adventitious roots near the surface of the water than can take up oxygen from the air and transfer it to the submerged tissue.
You have witnessed an adaptation of the shrub in real time! Pretty neat!
