forsythia pruning

I trimmed the forsythia in the spring after flowering, but over the summer the bushes have sent up tall shoots. Will these shoots bloom in the spring or is it ok to cut them off down at the main stem? Are they just water sprouts?

Yes, the new shoots should flower this spring. I think that water sprouts refers to a tree rather than shrub. It's more probable that your forsythia is a variety that grows especially tall. The following link has a list of smaller cultivars if you are interested in replacing yours with a smaller variety. If it helps at all, my forsythia that escaped my neighbor's yard and rooted itself in my yard, has very tall new growths this year too.
