Pool of tiny insects after rainfall

Hello - Last night and this morning (September 8, 2020), there was a fairly heavy and consistent rainfall. Temperatures were cool (perhaps in the 50's). This morning, I noticed these grey masses of very small insects in the pools of water on the concrete steps outside our home. They were also on the handle of the water sprayer. I've never noticed this before. Any ideas? Photos are screenshots from video of the critters. They were definitely alive and moved!

From what I have found out these are springtails. They do not bite. If you go to extension.umn.edu you can find more information on these organisms.
