We are having a big problem with phragmities in our area.... Saginaw bay. It has moved in extensively and would like some information on how to control it or what herbicide to use. The majority of the problem is our shoreline so much if it is in the water (approximately 5-20” deep)

I would suggest you start with the Saginaw Bay CISMA (cooperative invasive species management area) https://www.michiganinvasives.org/saginawbaycisma/ ; and your county conservation district, https://www.saginawcd.com/. Then see what the Saginaw Bay Watershed Initiative Network folks have to say,https://www.saginawbaywin.org/ . Anything done there will require EGLE permits so you have to have a conversation with them as well, https://www.michigan.gov/egle/0,9429,7-135-3313---,00.html. Whatever you coordinate, it is going to be a big project.
