Sunflower issues

I have some 12 inch sunflowers that are about to open and every morning the stalks on some have been cut. The area is full of red pepper flakes and I’ve sprayed rabbit/deer repellent. What would you do next? We have lots of squirrels and rabbits around and periodically a groundhog or chipmunk. The sunflowers are right next to a backyard fence

From your description it sounds like a small animal problem. The only sure fire way to eliminate animal issues it to fence off the sunflowers. You can use chicken wire fencing or bird netting. Both can be reused the following year.
