Hello,
These are maple trees, so you don't have to worry about Oak Wilt spreading from these trees. They appear to have tar spot, as well as anthracnose, both very common fungal diseases of maple trees, and both of which tend to look bad, but do not tend to impact the tree's health in any meaningful way. You can advise your neighbors to rake and bag the leaves which will reduce the number of fungal spores available to infect the trees next year. Treatment is not typically recommended for these fungal infections. Here is more information on both tar spot and anthracnose: http://plantclinic.cornell.edu/factsheets/tarspotofmaple.pdf
