Tiny Black bugs

We have swarms (several hundreds) of tiny black bugs in the back yard. They tend to congregate at the bottom and around posts of our PVC fence, shed and siding when it gets hot in the afternoon. Can you please let me know what these bugs are and how I can get rid of them

The picture is not great, but these look like some type of plant bugs (true bugs in the the Hemiptera group). They may be feeding on some plants, but that does not mean that they will necessarily harm the plant. If the bugs bother your, look for a bug spray proper for plant pests so that material can be safe to apply on plants.
